Wilmslow conservation-area roofing requires like-for-like natural materials, usually clay tile or Welsh slate, and lime mortar on period stacks. Concrete substitutes are not permitted on visible elevations. Like-for-like repair is generally allowed without consent, but material changes and listed buildings need prior approval.
Which Areas Are Affected?
Wilmslow's conservation area covers the historic town centre, including properties along Bank Square, Alderley Road and the streets immediately surrounding the town core. Alderley Edge has its own separate conservation area designation covering the Victorian and Edwardian residential streets. Prestbury village is a separate conservation area with the most stringent constraints in our coverage area — a high proportion of its housing stock is also listed.

What Requires Planning Permission or Prior Approval?
The Like-for-Like Principle
The key principle is like-for-like repair. Replacing damaged or worn roof covering with the same material in the same configuration is generally permitted development — it does not require prior approval.
Under the Planning (Listed Buildings and Conservation Areas) Act 1990, local authorities can apply Article 4 directions removing permitted development rights, meaning roofing material changes may need planning permission.

What does require prior approval or a planning application:
- Changing the roofing material to something different from the original (e.g. replacing clay tile with concrete)
- Adding rooflights to front elevations or principal elevations visible from the street
- Adding dormers to front or principal elevations
- Any work that would alter the character or appearance of the roof as seen from a public place
- Any alteration to a listed building that affects its character or fabric — including many repair works that would be permitted development on an unlisted property
Materials: What Is and Isn't Acceptable
Materials the Conservation Area Will and Won't Accept
In Wilmslow's conservation area, the planning authority expects roof covering to maintain the visual character of the area. In practice, this means:
Acceptable: Reclaimed clay plain tile matching the original; natural Welsh slate matching the original; cast-iron or aluminium cast-profile guttering where cast iron was original; traditional lead work.
Not acceptable: Concrete tile as a substitute for clay or slate; synthetic slate substitutes on Victorian and Edwardian properties; UPVC fascia in standard square-edge profile (period-profile UPVC may be acceptable).
The Alderley Edge conservation area is particularly strict on material matching — the sandstone detailing and original clay tile character of the Victorian villas is the defining feature of the area. Any material substitution will typically be refused.
Listed Buildings: Additional Requirements
Prestbury has the highest concentration of listed buildings in our coverage area. Listed building consent is required for any work that affects the character or fabric of a listed structure — this includes repointing in the wrong mortar, adding insulation that changes internal character, and removing or replacing original roof coverings even like-for-like.
The key difference from conservation area work: listed building consent is required in addition to any planning permission, not instead of it. We establish the full consent position before accepting instruction on any listed building job.
Getting It Right from the Start
The most common planning problem we encounter is work carried out without proper advice on consent requirements. A short conversation before work begins costs nothing. An enforcement notice after work has been carried out can require reinstatement at the owner's expense.
